Part 1

1. Fill in all required information on page 1; fill in Site Plan Information and attach a copy of site plan drawings or blueprints as indicated on page 2 of Application. 

2.  Attach the following documents or confirmations if project is –

  • a. For dock construction, secure a permit from the Army Corps of Engineers. Contact information is available at www.usace.army.nil.  A Seneca County permit is not required; a zoning permit and the Army Corps permit are required for this project.
  • b. For digging on shoreline or in the water, secure a joint permit from the Army Corps of Engineers and New York State Department of Conservation (NYSDEC). These permits plus a zoning permit are required for this project. Contact information is available at www.usace.army.nil. And www.dec.ny.gov.
  • c. For agriculture exemption from Seneca County: submit a  copy  of the  Soil Group Worksheet or confirmation from tax assessor. (See next page for more information.)
  • d. For wetland delineation, contact NYS DEC and attach a written response.
  • e. For guidelines and restrictions on land clearing for a proposed project, contact NYSDEC.  Attach your written response.

3.  Submit completed application in duplicate along with a check in the amount of $25.00 Payable to the  Town of Varick  for review by the Code Enforcement Officer.

4.   If the application is approved by the Code Officer, a Zoning Compliance Permit will be issued.    Go to Step 2.

  If the application is not approved, the Code Officer will inform the applicant of his/her options.


Part  2 

1.   Apply for a Seneca County Building Permit from the Seneca County Department of Building and Fire Code Enforcement, 31 Thurber Drive, Waterloo, NY 13165, telephone number 315 539-1950, or online at www.co.seneca.ny.us.

2.  When the project is completed and prior to use/occupancy, notify  the Varick Code Officer to certify that the project as described on the Zoning Compliance Application is completed 

Note – If your project is an agricultural building on land with an agricultural exemption, a Seneca County Building Permit is not required. A Varick Town Zoning Permit is required. 


Agricultural Assessments/Soil Group Worksheets

Landowners filing for an agricultural assessment in 2014 must file applications with their local town assessor by March 1st. To complete an application for an agricultural assessment exemption, landowners must have a Soil Group Worksheet prepared by the Soil & Water Conservation District for each tax parcel they intend to enroll. Landowners who have previously had a soil group worksheet completed for a tax parcel do not need a new soil group worksheet unless the total parcel acreage has changed.

Agricultural land does not automatically receive an agricultural assessment exemption. Landowners must apply each year with their assessor to remain eligible. For more information contact your local assessor or Real Property Tax Office. Contact Seneca County SWCD, 315-568-4366 to make an appointment to have your soil group worksheet completed. You will need a current copy of your tax bill for each parcel that is qualified for this program. The cost per parcel is $20.
